To the sovereign and commonalty of the town of Kilkenny.
Considering the good place and relief which both that town and also its sovereign and community and the other lieges of the K. dwelling there daily hold, in aid of the salvation and defence of the K.'s faithful lieges of co. Kilkenny and others coming to that town against the malice of the K.'s Irish enemies, GRANT and LICENCE of the K.'s special grace, in aid of the fortification of that town and the repair and improvement of its walls and pavements—which are broken and prostrate in various places, as the K. has learned—to take, levy, collect and have, from 8 Dec. next for a term of 20 years, the following customs from all articles for sale coming to that town or passing the same within one league on all sides, both in the crosslands and in the liberty, with the purpose of selling, viz.:
from each crannock of any kind of grain, malt, flour and salt for sale, 1/2d; .{Thereafter the list of customs is as given in the Kilkenny murage of 5 Ric. II}
They are to render an account from year to year.

King Richard, considering the good place and relief that the town and its inhabitants have afforded daily in the aid and defence of his faithful lieges in County Kilkenny against the malice of the enemy Irish, and for the fortification of the town, the repair and mending of the walls and paving of the town which are in divers places broken and fallen, grants the Sovereign and community of Kilkenny licence to take customs on goods brought to the town for sale, or within a league around, both in the Cross and Liberty, for twenty years from December 10 {sic};
