Appointment of the mayor and bailiffs of Winchester to compel all persons having lands, tenements and rents therein and in the suburbs and liberty thereof, and all who live there by trade and get gain, to contribute to the repair of its walls and turrets, each according to his means, to take carpenters and workmen therefor at the expense of the commonalty, and to arrest and imprison until further order any who refuse.
