Grant to the mayor and bailiffs of the city of Hereford of murage for three years, to be applied under the survey of John Falk the elder, Walter Mybbe, 'draper' and Henry Chippenham, 'grocer' who are each year to send the accounts of the said mayor and bailiffs after audit, into the chancery.
Granted by Henry VI. (Regnal year 4). Granted at Leicester.

Clearly local citizens and a local audit. Presumably these details were copied from the petition. Although such details don't normally get into the petition they must have been fairly standard.
