Newcastle-upon-Tyne was given a grant of murage dated 10/7/1373.

Commission to the mayor of Newcastle-upon-Tyne, John de la Chaumbre, Thomas Graper, John Howeden and William Lang, burgesses of the said town, to levy for five years on every chaldron of coals for sale passing from the town by water 1d. from the sellers, and apply the proceeds to the repair of the walls, towers, gates, bridges, and dykes of the town. By C.

Presumably an additional levy added to the existing murage grant (presumably of the usual sort). The burgesses seem to have continued to exercise this levy after the end of this grant. (If the levy was only taken from Newcastle merchants it may well not have required royal consent provided the levy was lawful - i.e. granted by common consent see Commission of 1389 MI277)
