Hartlepool (Hartilpol) is said to have been given a grant of murage dated 1325 but this report is rejected.

Sharp writes 'The walls and fortifications of Hartlepool soon became objects of national importance, and were frequently supported and repaired by grants of murage from the crown.' and the footnotes

Calendarium Rotulurum Patentium'
I can not find a murage in 18 Edward II. However, the murage for 19 Edward II is on membrane 18 and reads in Calendarium Rotulorum Patentium (The most likely source to be used by Sharp) '18. Muragium pro villa de Hertilpole.' I, therefore, suspect an error by Sharp.
