Whereas on 19 March, 2 Henry IV, by letters patent the king granted among other things to the citizens of Carlisle for ten years, which are now almost past, jurisdiction of holding pleas of debt, detention of chattels, account, agreement and trespass to the sum of 40l. touching contracts within the city and its suburbs, as the burgesses of Newcastle on Tyne have, and of receiving recognitions of the statute merchant before the mayor and clerk of the city according to the ordinance at Acton Burnell and all fines, issues and amercements forfeited by them or any residents within the city before any justices of the king or other ministers sitting within the city, with other franchises and liberties contained in the said letters; the king, in aid of their great costs, as their goods and possessions within the city and without have been destroyed by fire and rides of the Scots and they have a continual watch and many other necessary defences grants to them the same for twenty years.
