In 1318 July 12, Hugo de Louthre (Hugh Lowther) was granted, by Edward II, (In year 12 of his reign) a Royal licence to crenellate Wythehope in Derwentefelles (Wythop Hall)

(In fact, the original source given is usually a transcription/translation of what are precious medieval documents not readily availably. It should be noted that these transcription/translations often date to the nineteenth or early twentieth centuries and that unwitting bias of transcribers may affect the translation. Care should also be taken to avoid giving modern meaning to the medieval use of certain stock words and terms. Licentia is best translated as 'freedom to' not 'permission'.)

Sir Hugh Lowther (d. 1338?)
Sir Hugh (ii) Lowther (d. 1338?). by his marriage (before 1317) to Margaret, daughter of John Lucy of Cockermouth, he acquired the manor of Wythop, south-east of Cockermouth, which became one of his family's principal residences... Knight of the shire for Westmorland in 1320, and for Cumberland in 1324, he acted as a commissioner of array in both counties, and in 1331 served briefly in Ireland. (Summerson)

Not knighted until 1319 but had served as a soldier and commissioner before, and after, 1318. The north of England was under attack from Scottish raids at this time. His father had died in 1317 but is this licence more about confirming his ownership, from his wife, of Wythrop.
