In 1311 Nov 2, Johannes de Pelham, clericus was granted, by Edward II, (In year 5 of his reign) a Royal licence to crenellate Silverstrete (Silver Street, London)
Licence for John de Pelham, king's clerk, to crenellate his dwelling-houses in Silverstrete and Distaflane in the city of London. By p.s. (CPR)

Johannes de Pelham, clericus ... mansum suum in ... Silverstrete, London. (Turner and Parker)

Granted at Windsor. Grant by privy seal.

Original source is;

(In fact, the original source given is usually a transcription/translation of what are precious medieval documents not readily availably. It should be noted that these transcription/translations often date to the nineteenth or early twentieth centuries and that unwitting bias of transcribers may affect the translation. Care should also be taken to avoid giving modern meaning to the medieval use of certain stock words and terms. Licentia is best translated as 'freedom to' not 'permission'.)

Significant later sources are;

John de Pelham
Citizen and king's clerk. Presumably a member of the de Pelham family, who had held a lordship in Hertfordshire, and were to become noted soldiers, but no specific biographical details.

More information about licences to crenellate can be found here.
